About: Former police commissioner and minister of interior, public security, and community development in Burundi, Gervais Ndirakobuca, served as a rebel commander earlier in his career. When President Évariste Ndayishimiye nominated him security minister, he was already under sanctions from the United States and the European Union for violating human rights during Burundi’s deadly crackdown on civil unrest in 2015. During the Burundian Civil War, which ended in 2005, he was a rebel commander. His nickname was “Ndakugarika” meaning ‘I shall murder you’ in the Kirundi language. He joined the Burundian National Police once the civil war was over, eventually rising to the position of Commissioner (lieutenant-general). He was referred to as General.
